November 1, 2000 Honorable Martin O’Malley Dear Mayor O'Malley: On behalf of 1000 Friends of Maryland, a statewide organization that promotes revitalization of established communities, protection of the natural environment, and the reversal of regional economic and demographic trends that fuel urban decline, I urge you to resist attempts to compromise the Reservoir Protection Agreement. This Agreement protects the Liberty Reservoir watershed for Baltimore City residents and the thousands of Carroll County residents who depend on it for a safe potable water resource. The zoning review protections offered in the Agreement safeguard the water resource, an issue of critical regional importance that must supersede individual jurisdictions’ aspirations for growth in areas that would compromise the integrity of the watershed. We support the position of Baltimore City’s Department of Public Works and Baltimore County's Department of Environmental Protection and Resource Management in favor of maintaining the protections afforded by the Reservoir Protection Agreement. Please do not compromise the existing the language of the Agreement or your administration's requirement the Agreement be re-ratified before negotiations proceed to sell Carroll County an additional 3 millions gallons of water per day.
